Speaking of the Headbutt tutor (since it's required for getting Heracross), is it one-time only? Multiple times? Does he charge anything?

You can teach Headbutt to your pokemon as many times as you want. Free of charge.

Does that apply to all move tutors? It would really be nice to have multiple Pokemon learn the same move legitimately without restarting the whole game.
You get the bulk of them at the Frontier for BP, so yes.
