...DAMN, you're nuts. IIRC when I got to the E4 I had a team made of Dialga, Uxie, Torterra, Heracross, Gyarados and Gengar all in the high 50s and with TMs all over the place, and I STILL downed several Full Restores and Max Revives along the way. My Pokémon with the worst BST were Gengar and Heracross at 500, and 500 will be your BEST (with Golduck at that).
There's one major loophole in your rules, though: do you allow X-Attack and so on? The guy who beat Ruby with a level 93 Wurmple abused them to hell and back.
With that said, I'll try making up movesets that fit those criteria:
Monferno: Flame Wheel, Close Combat, Mach Punch, Slack Off
Kricketune: X-Scissor, Sing, Strength, Rock Smash
Bibarel: Headbutt, Super Fang, Waterfall, Surf
Golbat: Fly, Confuse Ray, Poison Fang, Bite
Golduck: Waterfall, Zen Headbutt, Rock Climb, Screech
Pachirisu: Super Fang, Cut, Discharge, Sweet Kiss
While it was difficult choosing among ****ty moves, it was equally difficult managing Surf and Waterfall. I wanted to give Golduck physical moves so as to take full advantage of Screech, especially since it's going to be your main powerhouse. Problem is, Bibarel's SA stinks, and while I wanted to give it Yawn, you need a surfer, so Surf it is instead. Hated giving Pachirisu Cut with Swift and Quick Attack around, but I really had no choice.
