That's good, but it is always easy but put a pair of wings on a pokemon (that's how I started out)
Nonetheless, it is still a good job. FearMonger is also right, though. You might want to include a little more Flygon. His eye cups or hair, perhaps?

Tried that, it made Rayquaza look really weird with the eyes. Flygon's hair I have not tried. Doing so now.
