Well, for your first sprites, well, it's not all that bad.
The program you're using for splicing should have some sort of way to resize the picture. If you're using Paint, make sure you move your sprite as far into the upper-right corner as you can without cutting anything off, the go to Image > Attributes and change the size there.
You used a jpg, that's no good. Always try to save it as a png, or if you can't, save it as a bmp. Just not a jpg.
Now, the shading could be a lot better. Around the chest, the colors look too solid. His right arm is also a little too solid, as well. And speaking of his right arm, yeah, try not to do that next time. >_>;
If you did what I said above, it'd probably look pretty good. Also, correct me if I'm wrong, but did you resize the sprite in intervals NOT of 100? Well, you shouldn't if you didn't resize it in intervals of 100, and heck, try not to resize at all.
