This is not a hacked Lugia,I got it off my Ruby and I just remebered that I cant breed it lolz.
So anyone have a level 5-10 lugia?

you can use the orignal way and just use the a/r and catch them in the wild XD

Just for your information, that is not a legitimate method for catching Lugia. The only real legitimate method of getting Lugia is either through XD or getting an event item (released several years ago) specifically for any game that is Pokemon Emerald, FireRed or LeafGreen that lets you catch Lugia and Ho-Oh at LV 70. That is the legitimate method.
