Alright, we have 16, if Bobbly can't battle someone will get a BYE.
I removed the "2 per testing group" rule, because it seemed dumb at this point.
The "Up For Testing" and "Tier 6" list should stay the same for a while, at least until the first round is over, so go ahead and make your teams around it.

edit: we're making more changes to the tier, they will be implemented after the first round, nothing will be removed, just expect some unique NFE's to be added that attempt to balance the tier.
@#tiertalk our list makers are trying to find nfe's that balance out the tier, that still manage to be different from their evo's.
You'll notice a few NFE's on our tierlist right now, those are the ones you can use at the moment, they should differ from their evo, if you feel they don't, notify us.
