Currently it would have to be the PS2. However, it's only a matter of time before the XBOX360, Wii or PS3 overtake the PS2. XBOX360 might have already achieved that.

PS2 could probably take that title. I was thinking of posting that but something convinced me to say 360 a bit more than PS2.
