i downloaded no4gba and the spectrobes rom. i have the bios and firmware.
when i load spectrobes it comes to a black screen. did i miss something? ??? ??? ???

No you havent, but the thing is with the emulator.
No$GBA Can't run all roms. It's not a fully complete emulator.
No$Gba probably can't play spectrobes yet.

can it play PKMN pearl or diamond

Yes it runs diamond and pearl. But, its really slow, or it could be fast. It depends on your computer. Go to this forum and take a look...
