I downloaded a .rar file with epsxe or whatever it's called, alongwith all the plugins and bios, but everytime I try and run it, it says it's not completely configed, and it says that's there no video plugin

Start epsxe , on the config menu select video , and select a video plugin from there.

That's the problem. It doesn't give me any video plugins to configure into it... it just has a blank scroll menu.
