mine had a file missing so im using the one you posted, just push x then go to the notepad thing, and press a a few times... hold b to make writing go faster i changed some of the setting.. the ones you posted, and i believe only one other. basically if it said fast, i changed it to it. solar thing is set to bright sunlight, video is set to 15bit
i got mine to work... you have to press space bar/enter rapidly as soon as you load the rom, keep doing so for about 5 seconds when on the start screen and leave it to load to the beginning. it's awfully slow, though... it's on mhz-disaster, 10%.
does anyone mind screen-printing their no%gba settings so i can have a look and maybe see if i can get a little smoother gameplay out of it? i dont even read or understand japanese i'm just eager to play it without much lag, thats how much of a fan of pokemon i am lol...

ill list my settings... unlimited mhz disaster 10%, start cartridge directly, 24bit true color, vga poppy bright, eeprom 8k bytes, fram 32k byes, bright sunlight, digital stereo, low (10khz) (fast), none/disabled, slow/slow, 1, master only (single gamepak), none

download from the link posted earlier, there is a file in it that is very important. And DONT MOVE ANY FILESS! I just did and i lost my progress. I was past the first gym. It sucks. I will try to get a picture up soon to show you all. Poketech is very cool. Pochama and Subomi make a good team, by the way. (the penguin and the little seed plant thing, not turtle, the seed)
