ok my fellow noob, you're an example of a good noob, you ask first and don't post nonsense, here's your help:
1) Hacks are... modified games, like pkmn chaos black (it's a pkmn ruby hack), people mess up with them, change the pkmns look, maps, dialogues, etc. and patches are IPS files (most of them) which are contained within the rom file on the zip file (confusing?)
2) no$gba is the best DS emu nowadays, but it's not working 100%, runs a few roms, some of them crash, have bad graphics, no sound, touchscreen's not working, etc. DS emulation equals a major waist of time...
3) You can ask for roms in Rom Request, someone will help you find any rom you're loooking for
4) mmm... good one! i know roms are not legal, since you didn't pay nintendo for them, but emus are not nintendo products, well, someone should come and answer...

1) Patches are just like hacks almost (except, you have to download them separately and use IPSwin to 'patch' them into the game. Some are game saves, some are translations etc...
2)If you mean best like crappy best then yes, no$gba is probably the [s]crappiest[/s] best.
3)Not unless you request them. I suggest http://www.emuparadise.org (although there are a lot of ads and stuff like that, they have a big selection of n64 roms!)
4)Roms are definitely illegal (unless you use them as backup files then they are legal - i think!) Emulators aren't illegal. Although by playing illegally downloaded roms this basically makes them illegal anyway! (Although a lot of us do just this!)

You don't need to stop downloading unless you really think the cops are out to get you.
Roms are made when you take a game cart and 'dump' the data on it. This can only be done with special hardware. Most flash card reader\writers will also dump carts.
It's best to just download roms from websites.

well, you need some special hardware, a device that conects your PC with any GBA game, then the game information is taken to your PC as a rom (actually, they're called roms, because is the Read Only Memory of the game), simple isn't it? :)
