Well you can have him extradited. But i dont know the laws where he lives~ Bring the evidence and all other stuff, take him to court, and then fuck his ass good so that he learns his lesson.

About the bank thingy, sometimes its not the case, they or he/she might have a joint custody on a bank account. So maybe he created a fake name and also used a real name in it :P or maybe he created a fake person all together.
