hi,

i just today got adobe photoshop cs2 and i am i am stuck on two things.

so i was wondering,

1) how do you add a border around ur work?
and
2) how do u cut around things? is it the lasso tool?

1) Right Click on the Layer > Blending Options and then hit Stroke.

2) Yes.

1)  You can just create a new layer, select around that layer (ctrl+A).  Go to edit>Stroke

2)  There are many ways, I use the polygonal lasso tool.  You can also use Extract.  Filter>Extract.  Or eraser if you want.
