That site is dedicated to a patch for the PC version of "The Elder Scrolls 4: Oblivion", which lowers certain graphics filters and graphics quality on the game so it can run on videocards like:

- Geforce 3 series
- Geforce 4 series
- Geforce FX 5200 series
- Geforce PCX 5300
- Geforce FX 5500
- Geforce FX 5700 series
- Radeon 9550
- Radeon 9200 series
- Radeon 9000 series
- Radeon 8500 series

Or you could download the video card support programs ( the official ones ) and use them to manually adjust your graphics, etc.

Nah, this is the non-risky way, especially for those computer newbies who don't want to tweek their videocard.
