that's common problem for FF7. Download pete's openGL 2.7 GPU plugin from here. http://www.ngemu.com/psx/epsxe.php?action=plugins
and than activarte "special game fixes" for ff7. And it should solve your problem

I'm using that same version just Greatest hits.
Pete Open Gl plugins 2.7 (it says for me 2.7 when I'm picking it but it could be that it's 2.07)
fullscreen mode--desktop resolution 1024x768--color depth 32bit
international x resolution high
international y resolution very high (high works also)
texture filtering 6 (works fine on 5 and 4 also) GFX-128 mb ram (I know it's higher than yours but still it worked for me before on NVidia Gforce2 mx 400 with 64 mb)
hi-res textures 2 strecthed
offscreen drawing 1
framebuffer effect 3
framebuffer upload 1
screen filtering checked
MDEC filter checked

EDIT: cause I thought that those above explanations could be confusing here it is

I'm not sure if no WGL is graphics problem I think it's cd-rom's problem, 'cause I know that I couldn't start FF7 until I've changed cd-rom plugin.  But I really dunno :(. Try changing the sound plugin also.
