yes it is ss4 goku is it's own character.

Yeah, at least. Cell and Chou Gohan are already in the game, Cell I belive is in his perfect form.

Here's an update
Super 17 and Chibi Gohan have been removed from the game. Chibi Gohan has lack of actual moves, and Super 17 is an uber beast, plus he has Vegetto's speeches
Music has been added to the game, and now I'm editing some of the graphics. The next release will be in Mid to Late October. Hopefully it will be the final release
