Does anyone know where to get
a paint program or any other program
that auto matically outlines characters
because I want to give my sprites a kind
of cel shading look.
This should probably be on one of the graphics boards, but anyway, that's a little advanced for current technology. Try using Photoshop, it has some great features that might help you.
