I think an animal could be shy. Looking at it from a scientific point, shyness is caused by a neural disorder (I'm not saying there's anything wrong with being shy, some of the woulds greatest geniuses have been shy, and I'm shy) and could theoretically occur in any species with a complex enough brain. However, looking from an emotional perspective, animals have personalities, and shyness is often considered a personality. My dog is a Rottweiler. Her breed is infamous for being very tough, mean dogs. However, she is the friendliest dog I have ever seen. Personalities = Shyness.
