Doesn't that mean that you simply haven't got the NationalDex, or somethig with a similar name. it's an 'extension' to the pokedex which enables you to trade between LG/FR and emerald. you get it (I think) when you beat the Elite 4

Ok? I thought the topic was about how to make Emerald work VIA TRADING?
The problem most of you might have is that you have not gone to a certain place in either game. To be able to trade you must first complete the thing where you meet with the other person than go to the next town and talk to your father and than goto the Pokemon Center on the top floor, they will give you a tutorial and than you can trade. IF you still have this problem than you have a bigger problem than we would expect, you should post what you did and how you got the error.

This question may go little off-topic, but since I need an answer so I can trade in pokemon Emerald/Fire Red (or maybe because I'm just so damn lazy), I'll post it here anyway;
I can't get the save files working, though I tried re-naming them, it doesn't seem to work. I have this save-file named sql-pkfr5.sgm (for Fire-Red), which I tried to re-name to sql-pkfr5.sa5, as the instructions said, but it doesn't work! Did I re-name it wrong, or where's the problem? Please help me.

You do not need to rename the save file to .sa5, what it says is that VBA Link saves files as .sa5, so to make them work in a normal VBA emulator (Without Link Support) you have to rename the file to .sgm. But if you've tried opening the .sgm file already, your not going to File > Load Game are you? Because it won't appear there, you have to go to File > Load.
