No you don't. Where'd you get that info from? The Automatic IPS Patching option has been there ever since Version 1.6 i believe.

It wasn't I had to download 1.8 before i could (i had 1.7.2 before)

Well you couldn't have had 1.7.2 because i'm using it right now, and it has the option. Maybe your just not looking close enough or you might have downloaded from a fake link to an older versoin  :P

excuse me im quite confuse what will i use for IPS patch to use??? i know for the File to patch but the second one im confuse

Don't you read? You don't need to patch it for emulator. But if you want to use it for flash card, or WANT TO PATCH IT FOR NO REALLY GOOD REASON! Then use IPSWin, VERY SIMPLE TO USE!

You can download the ROM + Patch from G-Masters here: 1986 - Pokemon Emerald (U)

You'll need to register, but what's the big deal if you're registering to the best GBA/DS ROM site on the internet? Once you've registered though, you can download the patch itself seperately, as I've uploaded it to G-Masters: 1986 - Pokemon Emerald (U).ips

.... and i had SO many problems - first i could'nt transfer my save file from VBA 1.8 to VBALINK and then when i find it ... the elite four issue comes up - =(

To start you do not need to PATCH anything at all! VBA has an option that it will patch it while you play! all you have to do is make sure that they have the same name.

e.g.
PKMN EM.gba
PKMN EM.ips

that will patch it. If your game is in a zip than it would be PKMN EM.zip but the IPS should be the same as your zip name.

Next, do what other tell you to do. Save the state. If you are using a nonlink vba it would be saved as .sav - if you are going to transfer it to a linkable version rename it to .sa1 or .sa2 whatever the player you will be. Than start the emulator , change the options, and hit F1 to load your save. if that fails than please post back here.

i have SOLVED it read my POST! people READ ... im post it here!
after you beat the elite four dragon master "drake" - go to options>emulator>save type> and set it to 64k
then save using START and SAVE
set it to 128k then save again using START and SAVE
  - i have tested it and it works no complicated instructions to follow and NO PATCH!

i have the same problem as slash im pretty sure im not doing anything wrong

come again in number 5? i can't understand that.  ???

It's saying to select the .IPS patch file like you did the ROM.
