OoT is the best, I'll give it that... but its hard to judge them all. Each one has basically the same stuff and the same storyline type, but I think Majora's mask is really underrated. It was the first well known one to really branch off the whole triforce storyline and go with something completely different. Sure, the whole three day thing was annoying, but having a time limit just makes it all that more challenging as fun. Though OoT will always be best, Majora's mask will be the most unique, and probably second best until 2005 comes out in July.
